The director of the manned space program in NASA and an underground element of the government stage an elaborate fake manned mission to Mars, in an attempt to raise American moral, confidence and global prominence (sounds familiar?). A superb suspense movie about government conspiracies and a journalist's quest to get to the bottom of it all.
